The Finance Committee will recommend to Council that it adopt the 2018/2019 budget at the Council Meeting on February 12, 2018.

“The focus of the 2018/2019 Budget was to continue to minimize tax increases, while maintaining existing levels of services and programs as much as possible and to plan for not only the short term, but also the long term. The Township has completed its Asset Management Plans and is well prepared to continue to maintain our Township’s high level of quality assets into the future. Council has considered both the present day and the future of our municipality by optimizing our resources today and preparing for future generations.” noted Councillor Pat Molloy, Deputy Mayor, Chair of Finance and Emergency Services.

Uxbridge’s 2018 Budget consists of operating expenditures of $16 million and capital expenditures of $19 million, of which $12.4 million will be funded through property taxes.  This represents a property tax increase to taxpayers of 2.5% for operating expenditures, and 1.15% for capital expenditures (which includes an additional 1.0% levy for the Asset Preservation Reserve). Of the 2.5% increase in operating costs, 0.7% is a result of the decrease in the Ontario Municipal Partnership Fund (OMPF) grant and 0.5% is a result of increased costs due to Bill 148 (Fair Workplaces, Better jobs Act, 2017). The capital budget includes funding for the construction of a new Animal Control Shelter (2018) for an estimated cost of $1.65 million and the Brock St. Culvert project (2018) for an estimated cost of $10.5 million.

On the Uxbridge portion of your property taxes, this will result in approximately an additional $51 increase in property taxes for an average residential property assessed at $500,000.  However, we estimate that the total property taxes (includes Uxbridge, Region of Durham and Education) for an average residential property assessed at $500,000 will result in an overall property tax increase of $139 or 2.47% for the year 2018.  Currently, Uxbridge residents are benefiting from the Provincial uploading and funding of select programs and services at the Regional level, despite the local phase-down and redistribution of the Ontario Municipal Partnership Fund (OMPF) transfers at the local level.

The Township, continues to face many financial challenges which impact the tax levy, such as;

  • reductions in OMPF grants (the Province’s main transfer payment) by 15% or $79,900 for 2018. Since 2012, the Township’s OMPF grant has been reduced by a total of $750,800 or 62% and future reductions to this grant are expected. 
  • the impact of new legislation and downloaded responsibilities from the Province, such as Bill 148 (Fair Workplaces, Better jobs Act, 2017), which will result in higher costs to the Township;
  • the Township’s ability to obtain capital grants from the Provincial / Federal Government, mainly due to high assessment values and average incomes of our residents; and
  • limited development and growth due to our limited sewage capacity as well as provincial Greenbelt and Oakridge’s Moraine policies imposed on our Township.
